Brother with severe anger problem?

I have a 23 year old brother who has been in jail off and on since he was 12. He has an extensive criminal record, can't get a job, can't do anything for himself. I am at the end of my rope because I dont know what to do anymore, you cant reason with him, he constantly demands things. He "works" with my mother cleaning houses, but he is constantly yelling and screaming at her while they are at her clients house, putting her job on the line. and on days that she does not feel like being harassed by him, she still has to pay him for a full days work. He lives with me now.. and now I dont feel safe in my own home.. i feel like i have to walk on eggshells around him.. He has gone as far as hitting me & destroying my property. I sometimes feel like calling the police, but jail makes his anger problems worse. Is there anyone way we can have him arrested during one of is outburst and have him seek mental health instead of going to jail?
