College,s,in austrilia?

ok i have a friend that's in a college in Australia she is at fbi fashion college she is under a 2 year scholarship that this college payed her for she tells me that it cost 1500.00 to break the scholarship she all so tells me that she cant go anywhere or lieve this college they wont let her go nowhere unless she signs papers because she changed her last name i need to know if this is true or this is a scam ,please help.
