Money transfer and another transfer?

Somebody will send me money using Paypal, and I will withdraw the cash and send him back using western union and me keeping a portion. Please kindly enlighten me, is this a legit transaction? if ever a scam, kindly explain it how this will work, so i will be aware. Thanks in advance!
