Invalid payment method on itunes?

I put in my credit card information and chose visa.. but it keeps saying the payment method is invalid and im sure i entered it in correctly... plus i am also out of the USA but I dont think that would affect it... and im also afraid that this could be some scam? :S is itunes trying to steal my credit card info ?:S
