How does he feel about me? Girls for opinions and boys for what to do!?

I've been out with this boy called tom about 4/5 times now in the past 2 years. This is the type of boy that you never stop having feelings for, no matter what he's done. The first time was ages ago and went really well but we argued and soon broke up. The second time was the next year and we got on so well and had a really excellent relationship. Thing is, i always found him flirting with this girl and some other girls to. Now, i don't know whether he just did it out of the blue or he actually had feelings for her. They had lessons together and we quite good friends. It got to christmas and we had an argument then made up but here's where things just got weird. He broke up with me without me even knowing. He changed his relationship status on Facebook and let me find out the hard way. A few weeks later we made up. Now it gets to about May/June and one of my friends has this party. We talked about it all, how we both still had feelings for each other and we'd never stop liking each other. He told me that he would love to be with me again, just he couldn't as he didnt want to have to hurt me again. I dont understand him at all and need to know where i stand. Even now, we are still really flirtatious and still have silly arguments where we joke with eachother. He still flirts with other girls but occasionally we catch each other looking at each other.. so help! Boys.. where do i stand? Girls, what would you do?!!?
